“Ett nytt kallt krig pågår – minst lika farligt”
För många läsare har säkert minnet av det kalla kriget bleknat medan andra är för unga för att ha upplevt det. Den existentiella frågan om kärnvapenkrig har fallit i skymundan och det senaste kvartsseklet har fokus i stället varit på lokala inbördeskrig, statskollaps och terrorism. Även på universiteten hamnade de gamla teorierna och problemställningarna i skymundan. Tyvärr har vi nu fått ett nytt kallt krig som är minst lika farligt som under de låga fryspunkterna i det förra.
Den gången gick skiljelinjen i Berlin, nu går den vid Rysslands gräns. Den gången fanns heta linjen och upparbetade kommunikationer alltsedan Kubakrisen 1962. Nu har vi brutna diplomatiska kontakter. Den gången fanns en aktiv debatt om säkerhetsdilemmat och medvetenhet om riskerna. Nu saknas debatt och medvetenhet och i stället ser vi en utbredd russofobi i säkerhetsetablissemang, politiska kretsar och media. Vi har två pågående ’proxykrig’ där Ryssland och USA/Nato är djupt involverade: Syrien och Ukraina.
