Hotet mot Väst är imperialism, inte diktatur

Rysslands oprovocerade anfallskrig mot Ukraina har lett till en debatt om hur västvärlden i framtiden kan förhindra liknande övergrepp. Många har noterat att världen har blivit mer osäker i takt med att demokrati är på global tillbakagång, och hävdar att lösningen är att fördubbla insatserna för att sprida demokrati. Detta är dock knappast en lösning på problemet.
Grundantagandet är korrekt: demokratin är på tillbakagång sedan snart två årtionden, både i nya och gamla demokratier – inklusive inom EU. Samtidigt har världen blivit alltmer osäker. Det internationella systemets normer har försvagats, och stormakter gör i allt större utsträckning vad de tror de kan komma undan med. Och visst finns ett samband mellan dessa två processer. Men är lösningen på problemet verkligen att försöka demokratisera hela världen?
